I blinked. Not expecting that.
Had to think carefully - his link to Sora could ruin the Network's chances here, so it's probably best to downplay that.
"He's a norm," I said, using Izzy's word. "Not an Otherborn. But, he has a weapon of unknown origins that allows him to interact with Crossings like one of us. I believe he said that he used to know Sora Shimomura, but we warned him to stay away from that mess and that if he decided to help Sora, then we couldn't help him. As it is, he's completely human, so he's not exactly eligible to join the Network."

The senators looked amongst each other before nodding to the security there, they went and pressed a button that darkened the room and a large video screen opened up behind them.
"At exactly three am last week, this message appeared on our proverbial doorstep." the middle senator pressed play and the screen came to life. A man, completely bald and wearing a strange mask over his face spoke to the camera.
"This is a message from the Network: humans, we are onto you. Your noose isn't as tight over the Otherborn as you wanted and so you sent in a weapon of sorts to strengthen it." On the video showed an image of Vaan walking through the streets of Urbadelphia. "Your weapon: Vaan Shepard. An ordinary human given demonic weapons, I refer to the Arms: a mass collection of some of the greatest weapons known to man and demon. Humans, we are on to your game: and now our efforts have increased ten fold. Urbadelphia will be the first city to be the monumental rising ground for Otherborn, the Network will rise."
The video stopped there and the room got a bit brighter.
"That was the terrorist code named 'Dovahkiin', he now claims to be the leader of your Network and is now using your name to strike attacks against the humans." the middle senator said.

I felt a headache coming on and massaged my temples.
"I know" I said quietly. "He's making a fine mess of things, he's even been recruiting for his shadow organization. We clashed with one of his servants the Arbiter, who seemed to be under some kind of mind-control spell or power. Don't know if it was Demonic in origin or not, but Dovahkiin also seems to have a thing for dragons. They're a type of demon, themselves, though a large portion of them seceded from the Otherworld and took up residence in ours. They're supposed to be extinct. There's still a colony or two of them living in the Otherworld; those are the nasty ones. We've fought two or three of them in engineered Crossings. We're trying to find him as we speak, our best operatives are working on it."
I rubbed harder, then met the middle Senator's eyes again. "He's making as much trouble for us as he is for you. You know better than anyone what you'd do to me if it actually were the Network doing this; that's why I'm here, right? That's why we're doing all we can to take him down."

That may have been what some centers have wanted, however the rest were hoping to use this as an excuse to remove the protection Otherborn have from the government. The senator in the middle though for a moment before he spoke.
"Mr. Sakuraba, we are being 'encouraged' to disband the protection over the Network and let the CIA take over. However we both know Otherborn have safeguarded us over the many years and they still remain our last line of defense. So instead we are offering this: we are placing the Network under the single directive of capturing or eliminating the terrorist Dovahkiin, in exchange the CIA will stay out of your way and you will still receive legal protection."
A brief pause, "However...if a large amount of time passes, and we feel the Network is not getting any progress in stopping the Dovahkiin...then we will have no choice but to remove the protection, Otherborn and other beings will be declared as illegal aliens and the CIA will seize all operations the Network previously had."

"I understand. How much time can you give me? We'll get Dovahkiin, for sure."

"Two months," the senator in the middle replied, "That's as much time as we can spare you before we fear the Dovahkiin will do worse. This is a non-negotiable time period."

Inwardly, I breathed a sigh of relief. That would be plenty of time.
"Two months. Got it. What do you want me to do with him when I catch him?"

"How you handle it is up to you and your organization, but think carefully before you decide how to handle it and remember the fate of your group is on the line." the senator replied, looking at the others before saying. "This concludes our emergency meeting, may we meet again on better terms..."

In other words, don't kill him and give the CIA ammo. I nodded, shaking his hand.
"Hopefully, when I've caught the bastard," I said, giving a forced smile. "Yeah - let's meet on better terms next time. Goodbye, Sirs, Ma'am." I gave them all a polite nod, and left.
This wasn't going to be easy. At least one of them had seemed willing to be reasonable. Mrs. Hark was against Otherborn, all of them; the third, Mr. Cline, also wasn't simply repeating a company line - he was worried about the demons and the Halfers equally. I knew how to deal with him, too.
But the one in the center... he was the real mystery. I hadn't ever gotten his name, and as the representative, he didn't really put forward any of the questions.
Something to think about - but later. Now, my priority was the man known as Dovahkiin...
