The "Network" is the code-name for the loose Otherborn organization. The Network exists for three reasons - one, to act as support for Otherborn all across the country; two, to keep track of and keep watch on demons entering and living in the human world; and three, to combat the demonic threat to our world by stopping Crossings and destroying evil wherever it exists.
The Network's history is long and troubled; it was only recently, under current Head Watcher Neku Sakuraba, that it gained its current name. Before that, it was organized solely by the Watchers. The Head Watcher of Urbadelphia is traditionally the Head of the whole organization, but for the past several years, the organization had fallen into disrepair, its structure collapsing as Watchers became more and more secluded, looking out for themselves and their own only. No new Otherborn were being brought in, and the three key functions of the organization, as defined above, were being ignored and let fall by the wayside.
When Neku was chosen to be a Watcher, that began to change. The new Otherborn he brought in were the first to start calling it the Network, and they quickly elected him Head - leaving the charismatic but reluctant young leader stuck with the position.
Under Neku, many of the old traditions of the Network have been revived and codified into written standards. These rules affect all members of the Network and are to be enforced by Watchers everywhere. Among these are the Watchers' emergency Codes, readiness levels which send out alerts through the network that, as Neku would say, "Things are going down."
Emergency Codes:
Gamma - An official mission from the network. The alert is usually confined to a small geographic area, and participation is optional. Gammas usually involve raids on demonic strongholds, strikes on a known demon, or, in rare situations, forays across the Veil, should there be a method of Crossing. Any Watcher may organize a Code Gamma.
Beta - Code Beta is much more serious than Code Gamma; while still confined to a limited area, such as a city, Code Beta signifies a tangible, credible threat to the entire Otherborn population of that area. Code Beta could signify the presence of a demon lord, or information suggesting that there is to be a raid on the city; in rare cases, it could signify a threat to the Network structure, or a threat by the human government, rather than Otherworldly forces. Response to Code Beta by Network members is technically mandatory, but should a member not be able to show up for important reasons, it is excused. Only the Head Watcher of the area affected can call Code Beta.
Alpha - Code Alpha is the most serious threat level that exists. Alpha is not limited to any geographical boundary; it represents a significant threat to the entire Network, and beyond. 'Alpha' is synonymous with a full-scale, demonic invasion of Earth, or a similar dire circumstance. Some theorize that Alpha could also be used should there be a threat of unfavorable exposure of the Network to the world in general; Alpha is also the only code that could, potentially, mean exposure of the existence of Otherborn to the general population. Response to Code Alpha is mandatory for all Network members, and should Code Alpha ever be called, word is to be spread even beyond the Network to all Otherborn living around the world. Neku is the only person who may call Code Alpha.
